President Andrzej Duda signed an amendment to the act on foreigners. The amendment implements the EU directive on the conditions of entry and stay of foreigners who want to work in professions requiring high qualifications.
The Act with the amendments of the Senate was adopted by the Sejm on April 24. On Friday, the Chancellery of the Second Lieutenant announced that Andrzej Duda signed the act.
The amendment to the Act on foreigners and some other acts adapts Polish law to the provisions of the European Union – mainly directives on the conditions of entry and stay of third -country citizens in order to employ in a profession requiring high qualifications. By virtue of the validity of the Act, they are excluded Denmark and Ireland. It comes, among others For issuing to foreigners the so -called blue card European Union.
The blue EU card for highly qualified employees from outside the Union allows them to legal, stable and well -paid work and to treat on the same terms as EU citizens. The EU Directive also includes issues of the possibility for the card holder to use the so -called Short -term and long -term mobility in another EU state than a Member State, which first granted him a card.
Senate corrections
The Sejm accepted Senate amendments to the Act at the end of April. The first of them assumes that the “Polish Monitor” will be announced a special list of competitions. If a foreigner has three years of experience in the profession from the list, it is considered that he has professional qualifications. This list is to take into account the classification of professions and specialties for the needs of the labor market – published by the Ministry of Family, Labor and Social Policy.
The second amendment, the acceptance of which the Commission recommended to the Sejm, complements the catalog of information obligations of the head of the Office for Foreigners. It is an obligation to inform other European Union Member States about granting temporary residence permits for the long -term mobility of the Blue EU card holder.
After the President's signature, the Act will enter into force on the first day of the month following 14 days from the date of publication.
