Government meeting in Katowice – May 7, 2024. What will the Prime Minister and ministers do?

Prime Minister Donald Tusk and ministers went to Katowice for an away government meeting by train. Due to the European Economic Congress taking place in the capital of Upper Silesia, the Council of Ministers will exceptionally meet in this city.

The prime minister's office announced on social media on Tuesday morning that the prime minister and ministers would travel by train to an away government meeting. The posted photos from the platform of the Central Station and the PKP Intercity train car show Donald Tusk, as well as the Minister of Finance Andrzej Domański, the head of the Ministry of Foreign Affairs Radosław Sikorski, the coordinator of special services Tomasz Siemoniak, the head of the Chancellery of the Prime Minister Jan Grabiec and the Minister of Internal Affairs Marcin Kierwiński.

A photo from the train was also published by the Minister of Culture and National Heritage, BartÅ‚omiej Sienkiewicz. “My last Council of Ministers – on a trip to meetings in Katowice,” he wrote.

Sienkiewicz resigned due to running in the European Parliament elections. The Prime Minister announced the reconstruction of the government on May 10.

The government meeting will start at 12 noon in the building of the Silesian Voivodeship Office. Earlier, at 10, Prime Minister Donald Tusk and the head of the European Commission, Ursula von der Leyen, will take part in the inauguration of the European Economic Congress. Other government representatives will also participate in this event.

What will the Council of Ministers do?

At Tuesday's meeting, the Council of Ministers will discuss the draft law on energy vouchers, which is intended, among others, to: extend the validity of frozen electricity prices until the second half of 2024. The maximum price ceiling for electricity is to be PLN 500 per MWh for households and PLN 693 per MWh for local government units, public utility entities and small and medium-sized enterprises. Currently, the maximum energy price for households is PLN 412 net – excluding VAT and excise duty – per 1 MWh for consumers who do not exceed the designated limits.

According to the proposed regulations, the energy voucher is to be paid once to households in the second half of 2024 and its value is to range from PLN 300 to PLN 1,200. The voucher will be paid to households with a certain per capita income limit. The project is expected to have a value of PLN 300 for a one-person household, PLN 400 for a 2-3 person household, PLN 500 for a 4-5 person household, and PLN 600 for a six or more person household.

The next item on the schedule is the draft Law on Electronic Communications (EEC), which implements the European Electronic Communications Code – an EU directive that contains a number of updated provisions regulating electronic communications networks, telecommunications services and associated devices and services.

The new rules aim to encourage investment in fast broadband networks and ensure greater effectiveness of the regulatory institutional framework for the electronic communications market. The draft regulations also include new obligations regarding, for example, very high capacity networks, and a procedure facilitating migration from outdated copper infrastructure.

Ministers will also deal with the provisions implementing this act and current issues.
