Davos. President Andrzej Duda on the budget law and early elections

I hear speculation that there may be early elections. I don’t see such a possibility at all, said President Andrzej Duda at the conference in Davos, who commented on the adopted budget bill. – I hope that I will be able to sign this budget calmly. This is what I would like for the government to be able to implement the budget responsibly, he assured.

The president has been attending the World Economic Forum in Davos, Switzerland since Monday. On Thursday, he took part in the “Stand Up With Ukraine” press breakfast and also met the new president Switzerland Viola Amherd. Before 6 p.m. at the conference, Duda discussed the talks so far.

In the question section, the president was asked budget for 2024 adopted today by the Sejm and whether he plans to send this bill to the Constitutional Tribunal. – The budget law is primarily the responsibility of the government, which is why, among other things, the president is constitutionally deprived of the right to veto – Duda replied.

– Indeed, the only issue that the president can and should consider is the issue of the compliance of the government and parliament’s actions with the constitution in connection with the budget, i.e. the issue of the compliance of the budget itself with the constitution, as well as the procedure in which the budget will be adopted – noted the president. – I hope that I will be able to sign this budget calmly. This is what I would like for the government to be able to implement the budget responsibly – he added.

Duda warned that when the act was sent to him, “it will be subject to full analysis from the constitutional point of view, both substantive and procedural.” – But this will be the only aspect in which we will assess it – he said.

– I also want to say clearly that I hear some speculation that they may be premature elections. I don’t see this possibility at all, he said. – If the budget is adopted, even sending the budget to the Constitutional Tribunal absolutely does not result in any early elections – he said.

According to Article 224 of the Constitution (Chapter The Tribunal has a maximum of two months from the date of submission of the application to issue a ruling.

The Constitution also provides that if the draft budget bill is not presented to the President for signature within four months from the date of submission to the Sejm, he may order the shortening of the Sejm’s term of office within 14 days.
