MPs intervene in the case of sex dolls that look like children. “It's just a phase”

During Wednesday's conference in the Sejm, Konrad Ciesiołkiewicz, member of the State Commission for Counteracting Sexual Exploitation of Minors Under 15, said that “the largest sales platform in Poland posted content showing so-called sex dolls, realistically showing the sexual organs of pre-pubescent people.”

During the conference, Ciesiołkiewicz noted that the digital world is an area of ​​”far insufficient activity of public institutions and consumer organizations.”

He added that the Commission has issued a special appeal, the authors of which point to four key issues to ensure children's safety in the digital world.

The first one is creating standards for protecting children in the digital environment, advertising and marketing. It's supposed to be the next one implementation of the EU strategy on child sexual abuseincluding new regulations on combating content showing child abuse (CSAM). Third – effective protection of the child's image and personal data. It's supposed to be the last one launching a public debate on the minimum age for using social media.

He also described the sale on the X website, pointing out that, in the opinion of the State Commission for the Prevention of Pedophilia, there was a “gross violation of the Penal Code”. “Can pedophilia and hard pornography be promoted on the largest e-commerce website? This is what is happening. We have notified the prosecutor's office,” he wrote.

The chairwoman of the parliamentary committee for children and youth, Monika Rosa, emphasized that the approval of products and materials that are directly addressed to people with “sexual intentions towards minors” is unacceptable.

– I decided to direct intervention in this matter to the Minister of Justice, the Minister of Digitization and to UOKiK. This example clearly shows how huge the scale of sexual abuse of minors online is, she said.

She added that she wants making money from minors online “to stop being something we turn a blind eye to.”

Karolina Bućko, Chairwoman of the State Commission for Counteracting Sexual Exploitation of Minors Under 15, pointed out that the sale of dolls depicting the naked figure of a prepubescent child indicates that a crime of presenting and sharing pornographic content involving minors has occurred. – The prosecutor's office has been notified and investigations are ongoing in this case – she said.

– Although living children were not used to produce this type of pornographic content – they were not abused – from the point of view of the law, it does not matter much. It is a presentation of the baby's genitals, therefore we can say that this is the so-called hard pornography – she reserved.

Bućko added that the regulation on sales in the digital world requires sales platforms to constantly monitor such content and immediately respond to it. “Further, EU regulations impose an obligation on them not to allow such items for sale,” she emphasized.

Justyna Kotowska, deputy chairman of the State Commission for counteracting sexual abuse of minors under 15 years of age, noted that for some perpetrators who suffer from disorders such as pedophilia, the use of this type of dolls “is only a stage” after which they begin to seek direct contact with the child. .

– Most often, if there is contact with a child, the child is sexually abused in a brutal way due to the tolerance effect – she explained. Therefore – as she warned – such items sold on the sales website “cause the effect of social tolerance and familiarization with content relating to sexual intercourse with a child.”

– This doll is in the health category, which indicates that it is normal and acceptable to have contact with a child before puberty. The content of this product is intended to encourage perpetrators, people who have a sexual desire for children, she added.
