On Wednesday, Deputy Minister of Funds Monika Sikora said that so far PLN 7.7 billion has been paid under the subsidy part of the National Reconstruction Program. These funds will go to, among others, the implementation of the Clean Air program, the development of high-speed Internet, and support for education.
On Wednesday, during the work of the permanent subcommittee on regional policy and spending of EU funds, the deputy head of the Ministry of Funds and Regional Policy, Monika Sikora, announced that So far, over PLN 7.7 billion has been paid from the subsidy part of the National Reconstruction Plan (KPO). – The Ministry of Funds and Regional Policy verifies submitted orders and confirms the availability of funds for their implementation, she added.
Funds from KPO – what will they be used for?
Sikora added that the largest part of this amount – PLN 3.4 billion – was allocated to co-financing the thermal modernization of residential buildings and replacing old and ineffective heat sources under the Clean Air program.
She indicated that the remaining amount was allocated for the following purposes:
- PLN 1.3 billion – equalizing the level of equipping schools with portable multimedia devices,
- PLN 778 million – investments in the diversification and increase of the resilience of the agricultural and food supply chain,
- PLN 765 million – supporting the development of modern professional higher education and lifelong learning,
- PLN 337 million – providing access to very fast Internet in white spots areas.
Funds from the KPO were also allocated to: PKP TLK railway lines (over PLN 321 million), an investment support program for the development of social services activities (PLN 135 million), investments in the expansion of research potential (almost PLN 118 million), co-financing for the creation of care facilities under the Maluch plus program (almost PLN 112 million).
– It is worth emphasizing that in 2022-2023, activities carried out under the KPO were financed by the Polish Development Fund from national funds. During this period, PLN 5.2 billion was paid to beneficiaries. However, (…) from January 2024, payments under the KPO are made based on funds from the above-mentioned advance payment and the first payment application. As for the funds from the subsidy part of the KPO, they are used to pay current orders submitted to the PFR and by institutions responsible for investment implementation or supporting units, Sikora said.
How much money from KPO will go to Poland?
The deputy minister reminded that Poland will ultimately receive almost EUR 60 billion under the KPO, which was divided into two parts: grant and loan. She added that so far we have received over EUR 11 billion from the EC to finance the KPO.
– So far, we have received over EUR 11 billion from the European Commission to finance the KPO, and this was done in two stages. The first part is funds from the REPowerEU advance, which we received on December 28, 2023. We are talking about an amount of over EUR 5 billion, of which PLN 550 million is the grant part and the rest – the loan part. On April 15 this year, we received over EUR 6.3 billion for the first payment application. Here, approximately EUR 2.7 billion from the subsidy part and EUR 3.6 billion from the loan part – informed Sikora.
Under the National Reconstruction Plan, Poland is to receive EUR 59.8 billion (PLN 268 billion), including EUR 25.27 billion (PLN 113.28 billion) in subsidies and EUR 34.54 billion (PLN 154.81 billion) in form of preferential loans. In line with EU goals, a significant part of the KPO budget is to be allocated to climate goals (46.6%), digital transformation (21.3%), as well as social reforms (22.3%).
