The Italian government has adopted a draft law that provides for a penalty of one to five years in prison for image damage caused by the use of artificial intelligence. This is Europe's first set of AI regulations.
Giorgia Meloni's government had previously announced that artificial intelligence would be one of the topics it would also discuss at the G7 forum, which Italy chairs this year.
Prison for creating a false image
Justice Minister Carlo Nordio, presenting the draft regulations, explained that prison The creation and dissemination, without consent, of videos and images altered using artificial intelligence systems and causing damage will be punished.
As the head of the ministry added, such use of this technology may have “devastating” consequences, leading to the creation of a realistic, although virtual, image of a person.

The Minister informed that the use of artificial intelligence will be considered an additional aggravating circumstance in the case of crimes such as impersonation, price manipulation, IT fraud, money laundering, speculation using increasing or decreasing the value of money, annuities, bonds and shares, election interference.
Moreover, the draft law, which contains 25 articles, states that a national office for artificial intelligence will be created, whose task will also be to impose penalties for its illegal use.
One of the goals of these latest technologies is “service to the person and improvement of working conditions.”

The use of artificial intelligence is also expected to simplify and better organize the justice system, but with the express reservation that it is up to the judge to make the final decision on the interpretation of the law, assessment of the facts and application of the necessary measures. The bill will be submitted to parliament. In March, the center-right cabinet announced the allocation of one billion euros for the development of artificial intelligence systems.
