The KPO supervision committee may meet once a year. “It will be a façade institution”

The committee, which is to monitor the implementation of the National Reconstruction Plan, is obliged to meet only once a year, according to the draft regulations of this body, which journalists from TVN24 and tvn24.pl reached. According to our information, some local government officials who are members of the committee do not agree to the adoption of the regulations. In their opinion, accepting the document in this form will make it a facade institution.
The government was obliged to set up a committee as part of one of the so-called milestones. The “development plan” Monitoring Committee is responsible for the effective implementation of the KPO.
However, the draft bylaws of the committee, which we have reached, show that it would be obliged to meet “at least once a year at the initiative of the Chairman”.
The draft allows the committee to make decisions in the so-called by circulation, i.e. without a meeting, but only the chairman may decide to conduct work in this way.
“In justified cases, the Committee may meet more frequently, at the written request of at least one-third of the members” – we read in the draft regulations, which was written at the Ministry of Development Funds and Regional Policy.
Committee members want more powers
The president of Ciechanów, Krzysztof Kosiński, who is a member of the committee on behalf of the Association of Polish Cities, emphasizes in an interview with tvn24.pl that the regulations should stipulate that the committee meets at least once a quarter.
– It will be a façade institution if only one meeting a year is obligatory. Meeting so rarely, we will not have the possibility of real control over the implementation of KPO – he says.
Politician PSL also notes that, according to the draft rules of procedure, only the chairman of the committee may commission studies. – Without allowing committee members to commission expert opinions, analyzes and other studies, we will not have effective working tools – explains Kosiński, who intends to submit amendments to the draft regulations.
