Rzeszów, Jasło. The parents of four-month-old Nadia are suspected of child abuse. The prosecutor’s office is checking how GOPS operated

The District Prosecutor’s Office in Jasło (Podkarpackie Voivodeship) is checking whether employees of the Municipal Social Welfare Center in Tarnowiec may have failed to fulfill their duties in the case of four-month-old Nadia, who was taken to a hospital in Rzeszów with signs of abuse. A few days earlier, the girl’s family was included in the Blue Card procedure.

The investigation into the abuse of the girl is being conducted by the District Prosecutor’s Office in Jasło. She brought charges against the child’s parents – a 20-year-old mother and a 25-year-old father – of abusing her daughter and causing bodily harm to her.

The girl’s father did not confess, her mother partially confessed. They both gave explanations, but – due to the child’s best interests and the nature of the case – the prosecutor’s office does not disclose their content. They face up to eight years in prison. Both of them were arrested by the court for three months.

The prosecutor’s office is checking how GOPS operated

Materials relating to the Municipal Social Welfare Center in Tarnowiec were excluded from separate proceedings. On October 16, three days before the girl was hospitalized, GOPS received information about the Blue Card. It was founded at the request of the girl’s mother, who claimed that her partner was using violence against her.

A day later – on October 17 – GOPS employees were to talk to the 20-year-old and her mother, with whom she and her child had been living for the last two weeks after breaking up with her partner. As the manager of the center, Beata Matuszyk, told us, the report concerned only the violence that the 25-year-old allegedly used against his partner. – There was no mention of a child – she emphasized. She also said that neither the 20-year-old nor the child had “marks of violence.”

The proceedings concerning GOPS were initiated under Article 231 par. 1 of the Penal Code.

§ 1. A public official who, exceeding his or her powers or failing to fulfill his or her duties, acts to the detriment of the public or private interest shall be subject to the penalty of imprisonment for up to 3 years.

– This is a verification procedure, but an investigation will undoubtedly be initiated – Katarzyna Skrudlik-Rączka, deputy head of the District Prosecutor’s Office in Jasło, told us.

As she added, at this stage the case is being conducted “in a case”, not against a specific person or persons. – For now, we have no basis to personalize and detail the proceedings in relation to a specific employee, but if any irregularities are found, it will change, because someone is responsible for these irregularities – added the prosecutor in an interview with tvn24.pl.

The District Prosecutor’s Office in Jasło applied to GOPS for access to documentation to check what actions were taken under the Blue Card procedure.

Nadia underwent further tests

Nadia is still at the Provincial Clinical Hospital No. 2 in Rzeszów, she is hospitalized in the pediatric neurology department. – The girl is subjected to cyclical tests. She underwent an MRI last week, we are waiting for the results, which we should get this week – told us Tomasz Warchoł, hospital spokesman.

He also informed that the injuries were being treated properly and the child was being rehabilitated.

Previously, Nadia was hospitalized in the intensive care unit. On October 30, she woke up from a medically induced coma, in which she was kept for several days due to her condition.

The girl will go to a foster family

After leaving the hospital, Nadia will go to a foster family. – On November 21, a hearing in this case was held in the family court. The court decided that the child would be placed in a non-professional foster family, prosecutor Skrudlik-Rączka told us.

She clarified that it would not be anyone from the girl’s family.

At the same meeting, the court decided that Nadia will not go to her grandparents. An application for custody of the child was submitted by the parents of Nadia’s mother, who was accused of abusing her daughter. The girl’s grandmother is a nurse.

– Before the child was admitted to hospital, he stayed with his grandparents for a week. It seems unlikely that they did not notice some injuries on the girl’s body, Grażyna Krzyżanowska, head of the District Prosecutor’s Office in Jasło, told us.

The Jasło prosecutor’s office is investigating this aspect of the case.

The court restricted Nadia’s parents’ parental rights.

Nadia had broken limbs, a head injury and scratches

Nadia was admitted to the hospital in Rzeszów on the evening of October 19 with injuries indicating that someone had abused her.

The hospital spokesman then informed that the child’s condition upon admission to the facility indicated that physical violence might be used against him. The girl had broken limbs, scratches and bruises, and was hyperactive and fearful. A head injury was also found. The child was operated on and transported to neurology, then to the ICU, and was kept in a medically induced coma for several days.

The prosecutor’s office does not rule out modifying the charges

The Jasło prosecutor’s office is waiting for an expert opinion on the injuries the girl suffered. Depending on her health condition, charges against her parents may be modified.

Prosecutors are waiting for a full opinion of experts who will assess the girl’s condition. Previously, experts stated that the infant’s “numerous injuries in various stages of healing” may indicate the so-called abused child syndrome.

– We are waiting for the final opinion on which of these injuries occurred at what time, first of all we need to determine because not all the injuries were “fresh”, some of them undoubtedly occurred earlier, so how could they not have been seen – said prosecutor Krzyżanowska.
