A Russian source with connections to important Russian diplomats told the American daily that the strategy set out in the annex has already entered into force. In addition to the secret document, the Washington Post found itself in possession of recommendations prepared at the request of the Russian Foreign Ministry by members of the Moscow Institute of the Commonwealth of Independent States. “We should continue to support right-wing and isolating forces in the US,” wrote Vladimir Zharychin, a member of the Moscow institute, in his recommendations. He also called for supporting destabilization in South America by supporting far-left and right-wing formations.
