Grandma's. Active parent. Green light from the parliamentary committee

On Thursday, the Parliamentary Social Policy Committee adopted the government project “Active parent”, i.e. the so-called grandmother's project, along with amendments submitted, among others, by the Civic Coalition. However, it did not accept the amendments of Law and Justice regarding the restoration of family care capital.

The committee members voted unanimously in favor of the bill on supporting parents in professional activity and in raising children.

Which amendments were passed and which were lost

Earlier, the committee introduced 21 amendments submitted by Joanna Frydrych (KO). They included, among others: o expanding electronic channels for submitting applications for mObywatel and enabling ZUS to access the register of nurseries. The committee also accepted an amendment that assumes that if a parent submits an application for the benefit within three months from the start of the program, i.e. from October 1, 2024, he or she will receive the benefit with compensation.

However, the committee did not agree to the package of amendments proposed by PiS MP Urszula Rusecka (PiS). They provided for the restoration of family care capital. According to the government project, this benefit will be abolished. The PiS MP announced that the amendments would be submitted as minority motions. Agnieszka Dziemianowicz-Bąk, Minister of Family, Labor and Social Policy, emphasized that the adopted regulations not only replace family care capital, but also expand the group of people entitled to support.

“Active parent” and three types of benefits

Design Active parent provides an introduction to the legal system three benefits supporting parents in professional activity and in raising and developing a small child:

– active parents at work, – actively in the nursery – and actively at home.

The same child will be entitled to only one of these benefits in a given month.

“Active parents at work”, i.e. grandmothers

The “Active parents at work” (so-called grandmother's) benefit will amount to PLN 1,500 per month for 24 months – from the 12th to the 35th month of the child's life. Parents and guardians of children with disabilities will receive greater support – PLN 1,900 per month. Parents will be able to decide what they will spend the money on. They will be able to, among others: finance care provided by, for example, a nanny or grandmother (including a pensioner). If parents decide to conclude an activation agreement with a nanny or grandmother, the contributions from this agreement will be additionally financed by the state – up to a base amount of no more than 50%. the amount of the minimum wage.

“Actively in the nursery”

The second benefit from the program is called “Actively in the nursery” and is intended to replace the current subsidy of up to PLN 400 for the stay in care institutions for children up to 3 years of age. The benefit will be addressed to parents of children who use a nursery or children's club. or a day care provider. The support will amount to up to PLN 1,500 per month for a child or up to PLN 1,900 per month for a child with a disability (no more than the fee that parents pay for the child's stay in a care institution). The benefit from an active nursery will be transferred to the bank account of a given entity or the bank account of a self-employed day care provider by the 20th day of each month for the previous month.

“Actively at home”

The third benefit – “Actively at home” – will be intended mainly for parents of children aged 12 to 35 months, without meeting the condition of professional activity. This concerns parents who will not be able to obtain the right to the “Active parents at work” benefit or their child will not attend a care institution. The “Actively at home” benefit will be available on the same terms as the current family care capital. A new feature will be the possibility of obtaining money for each child – including the first and only child – aged 12 to 35 months. The benefit will amount to PLN 500 per month for 24 months. According to the project, parents will be able to use the new solutions from October 1, 2024. The benefit will be paid by the Social Insurance Institution.
